Where to look in a road crossing with hurdle

I had a question regarding a road crossing. where should we normally look first ( left or right if Höger regel is applicable able or vice versa)

Also in case of a big construction vehicle is parked on a crossing and which is effecting your view from right side. In which direction I should look first if I want to cross the road.
